Guidelines for ITV Class Offerings (effective March 2001)


1. Maximum of three sites (four sites if small numbers of students and agreed upon by the instructor).

2. Minimum enrollment of thirteen students; maximum enrollment of 20 students (these numbers may be adjusted for specific circumstances). Maximum enrollment of eight students at a remote site and twelve students at home site.

3. Each site is committed to payment for the total number of students listed on the “receive” site contract form plus any additional students enrolled on the first day of class. The minimum payment is the number of students listed on the “receive” site contract form. The receive sit may elect to not pay for a course for which the host site changes the schedule.

4. Payment of the student costs due from each class site must be made by the time one-third of the class sessions are completed.

5. The cost for an individual class may be adjusted down or up to account for special class support needs or unusually small enrollment for an essential class or other factors which affect instructional costs.

6. $600 per student (based on a seven-period day) for year long or equivalent K-12 classes will be paid to the host school site for each enrolled student at a receiving school site.

7. Schedule of dates to establish an ITV class schedule:

a. November ITV planning meeting

b. November 15: Letter to Superintendent, Principals, Curriculum Director, and Guidance Counselors for each ITV participant site asking for information on classes needed and classes willing to offer (to be submitted by February 1).

c. February 15: List of classes wanted developed and distributed.

d. March 1: List of classes offered confrimed by host sites and distributed.

e. March 15: ITV class schedule and teachers finalized .and host site contract signed.

f. April 1: Receive site contract signed

g. May 1: Host site contracts signed.

8. The cost per student for K-12 classes may be adjusted for classes taught by teachers employed by SOCRATES to teach ITV classes. Most teachers employed by SOCRATES to teach ITV classes will be paid at the overload rate of the School District where the teacher is employed.

9. The cost per student for class from a higher education institution will be determined by the type of class, i.e. post secondary options class costs will be processed according to existing state procedures, and higher education costs will be determined by each provider’s tuition and fee schedule.

10. Credit for completed ITV classes is awarded by the school providing the site where the student attended the ITV class.

11. ITV students must attend all classes offered by the host school regardless of whether the class dates match the class dates of the receiving site. Teacher discretion may be used to determine the actual schedule.

12. An ITV class teacher should be positive about teaching via ITV and should have completed an ITV workshop or class and/or have past ITV teaching experience. SOCRATES provides teacher training as needed.

13. Tests and assignments must be sent via FAX to all receive sites at least 24 hours or mailed three days before the class begins in order for the site facilitator to make student copies. The cost of copies is the responsibility of each receiving site.

14. Textbooks will be provided by the host site unless special arrangements are made. If receive sites assume responsibility for textbooks, the teacher will supply information about ordering textbooks.

15. Each receive site is responsible for notification of the host site and of the receive site students of closure for weather or other reasons.

16. Receive sites should post a cancellation notice on the building entry door and on the ITV room door.

17. Host site is responsible for local student and all receiving sites notification if a class is canceled for any reason. Teacher should talk to class about what to do in case of fire drill or loss of power or loss of video signal.

18. Instructor at host site has responsibility to tape class if a receiving site is not operational.

19. Contract implications of ITV instruction are handled by the host school site where the instructor is employed. SOCRATES recommends that ITV classes be treated the same as on-site classes and that no special contract language is needed to cover ITV classes.

20.
ITV class teachers are encouraged to participate in parent-teacher conferences at the “receive” site schools. Arrangements may be made to utilize ITV for teacher/parent conferences.

21. ITV classes should be requested by using the Course Request Form. The request may be for an already scheduled class or for a class to be scheduled. Sites wanting to provide ITV classes should use the Course Offered Form to get the course on a schedule.

22. ITV classes will be scheduled on a first requested, first scheduled basis. Factors affecting scheduling include class and teacher availability, availability of telecommunications channels (if needed) to location, and number of sites and/or students already scheduled in existing class.

23. A schedule of time periods to schedule ITV classes will be distributed in the fall of each school year. Contact may be made with the SOCRATES office at any time to discuss possible ITV classes.

24.
A site facilitator will be designated for each ITV class site, through arrangement with the receive site’s principal, with responsibility for:

a. Unlocking room and making the room operational for each class.

b. Making local site technical adjustments as needed and/or as directed by the origination site.

c. Maintain room and report room problems as appropriate.

d. Be present at start of class and remain until all video and audio technical aspects are operating satisfactorily.

e. Assist room users and serve as local site ITV resource person.

f. Receive and distribute course handouts in the ITV room and pick up and send course hand-in materials.

25. The host site is responsible for reporting any technical problems before, during, and after a video session to the COMET office at 888/345-1727 (technical emergency hot line) or at 507-389-7405 (problem resolution and scheduling).

26. If host sites or sufficient ?receive? sites are not available within the SOCRATES region, special arrangements may be made with sites in other regions to offer or receive ITV courses, which may involve different tuition rates and policies and procedures.
