Video Use Policies and Procedures (effective March 2003)

I. Use of video network

a. The priority for use of the network facilities is based on the source of requests as follows:

1. School and library site requests

2. Governmental organizations

3. Community organizations

4. Business and industry

b. There is not priority on the basis of who requests use; however, instructional use has priority over other types of use.

c. There is no maximum length or duration of use or session time.

d. An ITV planning group annually reviews policies and procedures for scheduling classes for SOCRATES and cooperatively with COMET.

e. The network will be used for educational, avocational, recreational, and informational activities.

f. The network will not be used for commercial activities or profit making purposes.

II. Costs of use of video network

a. No charges will be made for use of the video network or video connectivity equipment for Learning Network of Minnesota members.

b. No charges will be made for use of the video network or video connectivity equipment for user site or community groups, organizations, professional groups, and youth groups.

c. Charges may be made for use of video facilities for grant sponsored activities if the grant includes funding for this purpose or for special costs such as weekend use of facilities.

d. Charges may be made by the video site, using the following guidelines:

1. Custodial care (recommended $15 per hour)

2. Facility set-up (recommended $15 per hour)

3. Room use (recommended $15 per session; this fee and custodial care and/or facility set-up may be merged into one session fee such as $50 per session)

4. Scheduling charge (recommended $25)

5. Established and Governing Board approved rates will be used when appropriate

6. A site facilitator/set-up person is required at all sites (may be required only at beginning and/or end of session)

e. Charges will be made for any costs resulting from off network use for video access (these charges vary by location, time, and organization involved).

f. Billing will be done by site making charges.

III. Process for scheduling video sites

a. The SOCRATES Video Connectivity Request Form will be used to initiate scheduling requests.

b. Point to point connectivity

1. Point to point video connectivity will be scheduled by the initiating agency with the agency with which a connection is to be made.

2. No contact needs to be made with a central agency.

3. A complete listing of all point to point video connectivity will be maintained by all sites and submitted periodically to the SOCRATES office when requested.

c. Multi-point video connectivity

1. Multi-point video connectivity (network use) for ITV (instructional) and all other purposes will be scheduled by the initiating agency with the COMET scheduling office, using the SOCRATES Video Connectivity Request Form.

2. It is the responsibility of the initiating agency to contact all multi-point sites to determine availability for use and costs of site use.

3. A complete listing of all multi-point video connectivity will be maintained and submitted periodically to the SOCRATES office when requested.
